Die Moeren sind ein Trockengebiet. Am Ende des Mittelalters bestand das Gebiet der Moeren aus einer tiefgelegenen Moorlandschaft mit zwei großen Teichen, der Kleinen und der Großen Moere, in denen sich Torf bildete. Im Mittelalter wurde hier der alte Torf als Torfsteine abgebaut. Zu Beginn des 17. Jahrhunderts zeigten die damaligen Herrscher über die Südlichen Niederlande, Erzherzog Albrecht und Erzherzogin Isabella, Interesse an einer möglichen Entwässerung des Gebiets. Nicht nur würde die Einpolderung eine willkommene Erweiterung des landwirtschaftlichen Nutzlandes bedeuten, auch war das Moor negativ als Zufluchtsort für Räuber und Verdächtige sowie als Quelle für verschiedene Krankheiten bekannt.
