Dette er den tidligere Bourse de Commerce, nu Palais des Congrès.
På nordsiden af Place d'Armes, i forlængelse af Rue du Pont, ligger denne massive bygning af teglsten og kalksten i en overvejende neobarok eklektisk stil. Den stammer fra 1932 og blev tegnet af É. Dickschen. Den store kvist har en hoved af Merkur, handlens gud.
Interiøret er udsmykket med Art Deco bas-reliefs af Lucien Guyaux.
Fra 1979 til 1995 har Bourse de Commerce tjent som parlamentbygning. I dag holder den vallonske regering til i det gamle Hospice Saint-Gilles foden af Citadellet. Under Anden Verdenskrig blev bygningen, ligesom mange andre bygninger på place d’Armes, ødelagt under et bombardement, og den blev i årene efter restaureret.
