Emstunnelen er en 945 meter lang vej tunnel bestående af to rør under Ems ved Leer.
Målet med tunnelbyggeriet var at forbedre transportinfrastrukturen i Ostfriesland og dets økonomiske fokuspunkter Emden og Leer, især gennem forbindelsen til økonomiregionen i Ruhrområdet. Samtidig blev den europæiske vej 22, gennem A 31 og underføringen af Ems, etableret som en vigtig vest-øst-forbindelse fra Groningen over motorvej 280 og A 28 til området Oldenburg/Bremen.
