Baarle ist ein Dorf, das sich über zwei Gemeinden erstreckt: die belgische Baarle-Hertog und das niederländische Baarle-Nassau. Der belgische Teil besteht insgesamt aus 22 Enklaven in Baarle-Nassau. Eine Enklave ist ein (kleiner) Teil eines Landes, der vollständig von dem Gebiet eines anderen Landes umgeben ist. Die belgischen Enklaven umschließen wiederum insgesamt 8 Stück niederländisches Hoheitsgebiet. Die niederländischen Enklaven innerhalb der belgischen Enklaven in den Niederlanden sind Enklaven zweiter Ordnung (‘Counterenklaven’). Im Laufe der Zeit wurde vergeblich versucht, die Enklavenfrage zu lösen.
