Der Jubiläumsbrunnen liegt auf der nordöstlichen Seite des Neumarkts, einem der bedeutendsten innerstädtischen Plätze im Wuppertaler Stadtteil Elberfeld.
Er wurde 1895 vom Elberfelder Verschönerungsverein aus Anlass des 25-jährigen Bestehens gestiftet – deshalb „Jubiläumsbrunnen“. Es wurde beschlossen, dass er vor dem Elberfelder Rathaus seinen Standort haben wird. Der Bau des Rathauses begann ebenfalls im Jahr 1895. Den genauen Standort, in der Achse der Friedrichstraße und in der Nähe des Haupteinganges des Rathauses, gaben 1900 die Stadtväter bekannt.
