Im Jahr 1909 wurde die Durchführung einer spanisch-amerikanischen Ausstellung in der Stadt Sevilla vorgeschlagen. Die Teilnahme Portugals ab November 1922 führte dazu, dass die Ausstellung in „Ibero-Amerikanisch“ umbenannt wurde.
Die Architekten Carlos und Guillermo Rebello de Andrade entwarfen dieses Gebäude. Es repräsentiert die historizistische neobarocke Ästhetik der Zeit und verfügt über ein großes Dach , das an den Königspalast in Sintra erinnert .
Neben diesem Pavillon gab es in dem Komplex noch vier weitere Nebengebäude für kulturelle Ausstellungen, kommerzielle Ausstellungen, ein Auditorium und Portweine. Heute ist hier das portugiesische Konsulat untergebracht.
