Se supone hoy en día que la ciudad fue fundada en el año 25 después de Cristo con el nombre de Colonia Iulia Augusta Emerita por orden de Octavio Augusto, para veteranos de la 5ª y 10ª Legión. El término 'emérito' se refiere, por cierto, a los soldados retirados. Se convirtió en la capital de la provincia romana de Lusitania. Y así comenzó de inmediato un enorme periodo de florecimiento del cual dan testimonio muchas construcciones: el teatro, el anfiteatro, el circo, los templos, los puentes, los acueductos, el foro, las casas, las termas...
Durante siglos hasta la caída del Imperio Romano de Occidente, Mérida fue uno de los principales centros jurídicos, económicos, militares y culturales y una de las ciudades más grandes del imperio.
