La Petersbourg était une citadelle dans le sud-est de la ville d'Osnabrück. Elle a été construite au cours de la première moitié du 17ème siècle pendant la guerre de Trente Ans et devait aider à imposer la Contre-Réforme dans la ville.
En 1618, l'empereur Ferdinand II a confirmé à la ville d'Osnabrück ses privilèges et sa liberté de confession augustinienne. Au début de la guerre de Trente Ans, la ville a déclaré sa neutralité. En octobre 1625, Franz Wilhelm von Wartenberg a été élu évêque d'Osnabrück. Il a tenté, comme son prédécesseur, d'imposer la Contre-Réforme à Osnabrück. En 1628, Franz Wilhelm est arrivé en ville avec la Ligue catholique et a donné l'ordre de construire la citadelle de Petersbourg pour renforcer l'ouvrage fortifié d'Osnabrück et servir de résidence personnelle.
