Baarle è un villaggio che si estende su due comuni: il belga Baarle-Hertog e l'olandese Baarle-Nassau. La parte belga è composta in totale da 22 enclavi in Baarle-Nassau. Un'enclave è una (piccola) parte di un paese che è completamente circondata dal territorio di un altro paese. Le enclavi belghe racchiudono a loro volta un totale di 8 porzioni di territorio olandese. Le enclavi olandesi all'interno delle enclavi belghe nei Paesi Bassi sono enclavi di secondo ordine ('counterenclaves'). Nel corso del tempo sono stati fatti tentativi infruttuosi per risolvere la questione delle enclavi.
