Poiché Diest ha giocato un ruolo importante nella difesa del neonato regno del Belgio, la città fu gradualmente circondata tra il 1837 e il 1844 da una fortificazione poligonale, dodici bastioni e fossati profondi.
Le colline a nord della città tra Schaffen e Molenstede costituivano però un anello debole nella difesa.
Per proteggere le strade verso Beringen, Tessenderlo e Turnhout e il terreno tra la porta di Schaffense e quella di Hasselt, fu quindi costruito anche il piccolo Fort Leopold (con 94 locali) sulla collina di Lazarijberg.
Avrebbe anche costituito un buffer contro un'eventuale offensiva nemica dalle Kempen.
Il forte aveva quindi un doppio compito: da un lato impedire che la città fosse bombardata dall'altopiano antistante, dall'altro proteggere il fronte nord della città da un possibile attacco. Per poter tenere sotto fuoco l'ambiente su tutti i lati, si optò per un fortino a torre di due piani su pianta circolare, con il lato aperto rivolto verso la città.
