Questa è l'ex Borsa di Commercio, ora Palazzo dei Congressi.
Sul lato nord della Place d'Armes, in linea con Rue du Pont, si erge questo imponente edificio in mattoni e pietra calcarea in uno stile eclettico prevalentemente neobarocco . Risale al 1932 ed è stato progettato da É. Dickschen. Il grande abbaino ha la testa di Mercurio, dio del commercio.
L'interno presenta bassorilievi Art Déco di Lucien Guyaux.
Dal 1979 al 1995, la Borsa di Commercio è stata sede del parlamento. Oggi, il governo vallone ha sede nell'antico Ospizio Saint-Gilles, ai piedi della Cittadella. Durante la Seconda Guerra Mondiale l'edificio, come molti altri edifici della place d'Armes, venne distrutto durante un bombardamento e venne restaurato negli anni successivi.
