Si suppone attualmente che la città sia stata fondata nel 25 d.C. con il nome di Colonia Iulia Augusta Emerita per ordine di Ottaviano Augusto, per i veterani della quinta e della decima legione. Il termine 'emeritus' si riferisce peraltro ai soldati in pensione. Divenne la capitale della provincia romana della Lusitania. E così iniziò immediatamente un grande periodo di fioritura di cui molte costruzioni testimoniano: il teatro, l'anfiteatro, il circo, i templi, i ponti, gli acquedotti, il foro, le case, le terme...
Per secoli, fino alla caduta dell'Impero romano d'Occidente, Mérida fu uno dei più importanti centri giuridici, economici, militari e culturali e una delle città più grandi dell'impero.
