Neer è un comune nel Limburg Centrale nei Paesi Bassi. Fa parte del comune di Leudal. Prima della ristrutturazione comunale del 2007, faceva parte dell'allora comune di Roggel e Neer. Il villaggio si trova lungo il fiume Maas, tra Roermond e Venlo.
In epoca romana, lungo la strada romana Maastricht-Nijmegen, sorse il primo insediamento stabile. L'attraversamento di questa strada con il Neerbeek, che allora era un fiume, è ancora visibile nel paesaggio. Il villaggio stesso sorse nei primi Medioevi.
