Het Schwalbe I-project was een van de grootste geheime bouwprojecten van de U-verhuizing van het Derde Rijk. Het gebouw met de oorspronkelijke codenaam "Eisenkies" is een van de grootste tunnelsystemen in het Sauerland en is gelegen aan het oostelijke einde van het huidige stedelijke gebied van Hemer, op de grens met het huidige stedelijke gebied van Menden nabij Oberrödinghausen. Als onderdeel van het Geilenberg-programma om de oorlogsrelevante olie-industrie te beschermen tegen totale vernietiging door geallieerde luchtaanvallen, begon eind augustus 1944 het werk aan de bouw van dit gigantische tunnelsysteem in het verborgen Hönnetal van het Sauerland in de Emil 1 steengroeve van de Rheinisch-Westfälische Kalkwerke.
