Dette krigsmonument i Dinant mindes de ofre fra 23. august 1914. Den søndag den 23. august 1914 begår tyskerne de grusomste voldshandlinger mod civilbefolkningen, og de fleste bygninger i Dinant bliver ødelagt. I alt bliver 674 indbyggere, herunder kvinder, ældre og børn, dræbt af tyskerne .
På dette sted, Mur Tschoffen, opkaldt efter ejerens navn, blev 116 civile dræbt af granatører fra den 100. enhed af den saksiske garde.
