Efter erobringen af byen Málaga skulle der begyndes at løse de problemer, der opstod i byen i forhold til organisering, sociale og økonomiske forhold, såsom fordelingen af jord og by- og landhuse eller arvesager. Den 7. september 1487 begyndte fordelingen af jord, huse og organiseringen af byen takket være en cédula, da ankomsten af nybyggerne til byen begyndte. Men det var først den 29. juni 1489, at der blev dannet en akt for oprettelsen af byrådet. Det var på den nuværende Plaza de la Constitución, hvor den første bygning blev opført specielt til byrådet.
