De Sparkasse Rotenburg Osterholz is ontstaan uit de fusie van de vroegere Kreissparkasse Osterholz met de Sparkasse Rotenburg-Bremervörde in de districten Osterholz en Rotenburg op 1 januari 2018. Het werkgebied bevindt zich in het Elbe-Weser-driehoek in het noordoosten van Nedersaksen.
De Sparkasse Rotenburg Osterholz is een instelling van openbaar recht. De rechtsgrondslagen zijn de Sparkassengesetz voor de deelstaat Nedersaksen en het reglement dat door de raad van bestuur van de Sparkasse is uitgevaardigd. De organen van de Sparkasse zijn de raad van bestuur en de raad van toezicht. Het hoofdkantoor van de instelling is gevestigd in Zeven. Het werkgebied omvat de Landkreis Osterholz en het grootste deel van de Landkreis Rotenburg, met uitzondering van het zuidoostelijke deel, waar de Sparkasse Scheeßel is gevestigd.
