L'any 1909 es va proposar la celebració d'una exposició hispanoamericana a la ciutat de Sevilla. 1 La participació de Portugal a partir del novembre de 1922 va fer que l'exposició fos rebatejada iberoamericana.
Els arquitectes Carlos i Guillermo Rebello de Andrade van dissenyar aquest edifici. Representa l' estètica neobarroca historicista de l'època, amb un gran sostre que recorda al Palau Reial de Sintra .
A més d'aquest pavelló, el conjunt comptava amb altres quatre dependències dedicades a exposicions culturals, exposicions comercials, un auditori i vins de Porto. Ara és el consolat portuguès.
