Kommunen Hekelgem købte træbearbejdningsfirmaet "Boplaco", som blev indrettet til kommunalt administrativt center "Bellekouter". Den 1. december 1979 blev dette center officielt indviet.
I 1980 blev kommunens navn "Hekelgem" officielt ændret til "Affligem". Siden da er der foretaget store ændringer af det kommunale center, såsom byggeriet af politigården med magasiner (1981), sportshallen “Bellekouter” og Kulturcentrum “Sanderus” (1999). På taget skulpturer af Patrick Van Craenenbroeck: “Jeg, du, vi”.
