I 1540 løb Rhinen nord for den nuværende Schenkenschans, lavede en bøjning mod nord og delte sig derefter ved Lobith-møllen i Rijn og Waal. Gradvist dannede der sig en ny Waal-arm syd for Schenkenschans, som med en bøjning mod nord strømmede ind i den oprindelige Waal ved Bimmen. Således dannede der sig en lille ø, kaldet ’s Gravenwaard. Da den gamle Waal blev sandet til, kunne de større skibe snart ikke længere sejle forbi Tolhuset. De tog den nye Waal, hvoraf det nuværende Vossegat stadig er et levn. Lândsherren, hertug Willem af Kleef, lod en Tolkammer bygge på ’s Gravenwaard, og han befalede skipperne at betale vejafgift der. Dette kan betragtes som oprindelsen til Tolkammer.
