Das penitentiarische Schulzentrum (PSC) in Hoogstraten befindet sich im Gelmelslot und ist eine offene Einrichtung. Das Schloss diente während der Französischen Revolution als Gendarmeriekaserne und später als Bettlerheim. 1880 wurde es zu einer Landwirtschaftskolonie und 1931 wurde das Gebäude dann als das heutige penitentiarische Schulzentrum eingerichtet. Die Einrichtung ist ausschließlich für Verurteilte gedacht. Sie können in Werkstätten arbeiten und ein abwechslungsreiches Ausbildungsangebot wahrnehmen. Es herrscht ein starkes Gemeinschaftsregime.
