Nach der Eroberung der Stadt Málaga musste man beginnen, die Probleme zu lösen, die in der Stadt im organisatorischen, sozialen und wirtschaftlichen Bereich auftraten, wie die Verteilung von Land und städtischen sowie ländlichen Häusern oder die Erbschaften. Am 7. September 1487 begann, dank einer Urkunde, die Verteilung von Land, Häusern und die Organisation der Stadt, da die Ankunft der Wiederbesiedler dort begann. Aber erst am 29. Juni 1489 wurde der Akt zur Gründung des Stadtverwaltungsrats vollzogen. Es war auf dem heutigen Platz der Verfassung, wo das erste Gebäude speziell für das Rathaus errichtet wurde.
