En 1909, la célébration d'une exposition hispano-américaine fut proposée dans la ville de Séville. 1 La participation du Portugal à partir de novembre 1922 conduit à rebaptiser l'exposition Ibéro-américaine.
Les architectes Carlos et Guillermo Rebello de Andrade ont conçu ce bâtiment. Il représente l' esthétique néo-baroque historiciste de l'époque, avec un grand toit rappelant le Palais Royal de Sintra .
Outre ce pavillon, l'ensemble comptait quatre autres dépendances dédiées aux expositions culturelles, aux expositions commerciales, à un auditorium et au porto. C'est aujourd'hui le consulat portugais.
