Maurice Portray nacque a Nossegem il 4 marzo 1896. Divenne medico in medicina presso la VUB. Fu per diversi anni medico in Congo e medico di bordo. In seguito stabilì il suo studio medico a Nossegem nella casa dei suoi genitori. Nel 1946 divenne per la prima volta sindaco di Nossegem per un periodo di 24 anni.
