Dover er en vigtig havneby og civil parish i England, i grevskabet Kent. Byen ligger ved Nærheden af Calais, som den østlige del af Kanalen kaldes. Dover havde i 2011 cirka 31.000 indbyggere.
Byen har traditionelt haft maritim betydning. Allerede før romerne var Dover et oplagt indfaldssted, fordi det ligger kun 34 kilometer fra den franske kyst. Indtil 1923 var Dover en marinebase; derefter blev havnen primært anvendt til civile formål.
