Palacio Consistoral, oprindeligt bygget mellem 1502 og 1504, var den oprindelige placering af det gamle rådhus. Bygningen er blevet ombygget mange gange og har mistet en stor del af sin oprindelige facade. Ombygningen, der blev udført i 1900-tallet, da den nye bygning blev ombygget, bragte det meste af de originale bygningers veltalenhed. Bygningen huser et kontor for Rådhuset i Den Nationale Kreds af Santo Domingo og Arbejdernes Bank. Den afholder også mange begivenheder og udstillinger i sit smukke indre rum. Tårnet svæver over den koloniale by som et fyrtårn for dem, der forsøger at finde vej. Hvis man går tabt, skal man blot kigge efter dette tårn, og man kan finde sin vej tilbage til Conde.
