Oldenburg ist eine kreisfreie Stadt in Niedersachsen. Die Gemeinde führt die amtliche Bezeichnung Oldenburg als Abkürzung von „Oldenburg in Oldenburg“ in Abgrenzung zu Oldenburg in Holstein.
Die heutige Universitätsstadt war ehemals Residenzstadt und Hauptstadt der Grafschaft, des Herzogtums, des Großherzogtums, des Freistaates und des Landes Oldenburg. Nach den Städten Hannover und Braunschweig ist sie die drittgrößte Stadt Niedersachsens, gefolgt von Osnabrück. Oldenburg ist eines der Oberzentren des Landes Niedersachsen und war bis zur Auflösung der niedersächsischen Regierungsbezirke 2004 Sitz des Regierungsbezirks Weser-Ems. Von 2005 bis 2013 war Oldenburg Sitz einer Regierungsvertretung des Landes Niedersachsen, die 2014 durch einen Regionalbeauftragten für das Weser-Ems-Gebiet ersetzt wurde.
