Il centro scolastico penitenziario (PSC) di Hoogstraten si trova nel Gelmelslot ed è un'istituzione aperta. Il castello ha fatto da caserma dei gendarmi durante la Rivoluzione francese e in seguito da ricovero per mendicanti. Nel 1880 divenne una colonia agricola e nel 1931 l'edificio fu allestito come l'attuale centro scolastico penitenziario. L'istituzione è destinata unicamente a condannati. Possono lavorare in laboratori e seguire un'offerta formativa varia. Vige un forte regime comunitario.
