Il tunnel Emstunnel è un tunnel stradale lungo 945 metri, composto da due tubi, sotto l'Ems presso Leer.
L'obiettivo della costruzione del tunnel era il miglioramento delle infrastrutture stradali in Ostfriesland e dei suoi centri economici Emden e Leer, in particolare attraverso il collegamento con la regione economica della Ruhr. Contemporaneamente, attraverso l'A 31 e il sottopassaggio dell'Ems, è stata realizzata la Strada Europea 22 in estensione dell'A 7 olandese da Groningen, attraverso l'autostrada federale 280 e l'A 28, nel territorio di Oldenburg/Bremen come importante collegamento Ovest-Est.
