La Torre Milard va ser construïda durant la reconstrucció de les muralles de la ciutat després del setge del 1521, seguint l'exemple de les de Langres o Mouzon.
Amb un diàmetre de 27 metres, amaga una torre de la muralla original del segle XIII , la Tour de la Bobresse, de 9 metres de diàmetre, que es pot veure des de l'interior de la torre . La Volta de la Bobresse és l'únic vestigi que queda de la muralla original.
La Torre Milard és una torre d'artilleria que avui dia pertany a l'exèrcit , en concret al 3er Genie, regiment encara present a Mézières.
