La Torre Milard fu costruita quando la cinta muraria della città fu ricostruita dopo l'assedio del 1521, seguendo l'esempio di quelle di Langres o Mouzon.
Con un diametro di 27 metri, racchiude una torre del muro originale del XIII secolo , la Tour de la Bobresse, con un diametro di 9 metri, che può essere vista dall'interno della torre . La Tour de la Bobresse è l'unica cosa rimasta del muro originale.
La Tour Milard è una torre di artiglieria che ancora oggi appartiene all'esercito , in particolare al 3° Genio, reggimento sempre presente a Mézières.
