Paul Otlet drømte om en Cité Mundiale: en modelby, der skulle styre verden. Den skulle omfatte følgende bygninger og institutioner: en verdensregering, et fredscenter, et kunstcenter, en international domstol med jurisdiktion over hele verden og et sæt af andre internationale organer.
Denne verdensby ville han bygge omkring denne centrale allé: Natiënlaan. Byen ville aldrig komme her. Men et lille design af denne idé blev dog udarbejdet af den modernistiske arkitekt Victor Bourgeois i Tervuren, overfor det nuværende Museum for Congo.
Natiënlaan er nu kendt som Franklin Rooseveltlaan.
