Paul Otlet soñaba con una Cité Mundiale: una ciudad modelo que dirigiría el mundo. Incluiría los siguientes edificios e institutos: un gobierno mundial, un centro de paz, un centro de arte, un tribunal internacional con jurisdicción sobre todo el mundo y un conjunto de otras entidades internacionales.
Quería construir esta ciudad mundial alrededor de esta avenida central: la Avenida de las Naciones. La ciudad nunca llegó a materializarse. Pero un pequeño diseño de este ideal fue elaborado por el arquitecto modernista Victor Bourgeois en Tervuren, frente al actual Museo de África Central.
La Avenida de las Naciones es ahora conocida como la Avenida Franklin Roosevelt.
