Paul Otlet sognava una Cité Mundiale: una città modello che avrebbe governato il mondo. Essa avrebbe incluso i seguenti edifici e istituzioni: un governo mondiale, un centro per la pace, un centro per le arti, una corte internazionale con giurisdizione su tutto il mondo e una serie di altre istanze internazionali.
Questa città mondiale voleva costruirla attorno a questo viale centrale: il Viale delle Nazioni. La città non sarebbe mai stata realizzata. Ma un piccolo progetto di questo ideale fu elaborato dall'architetto modernista Victor Bourgeois a Tervuren, di fronte all'attuale Museo per l'Africa Centrale.
Il Viale delle Nazioni è ora conosciuto come Viale Franklin Roosevelt.
