Forskellene mellem de to betegnelser RAVel og préRavel er hovedsageligt af administrativ karakter. En pre-RAVeL er normalt et kommunalt initiativ, mens RAVeL forvaltes af Regionen. Udviklingskriterierne adskiller sig også lidt.
