Kleef (tysk: Kleve) er en by i distriktet Kleef i den vestlige delstat Nordrhein-Westfalen i Tyskland, ti kilometer syd for Rhinen og ikke langt fra den hollandske grænse ved Nijmegen og 's-Heerenberg. Derudover ligger Kleef tæt på den tyske by Emmerik og skovområdet Reichswald. Kleef har 49.477 indbyggere og har et areal på cirka 98 km². Byen fik byretter i 1242. Stedet ligger på skråningen af en moræne fra istiden. Denne moræne afgrænser dalen ved Rhinen. En del af Kleef er derfor meget bakket. Det lokale dialekt er Kleverlands eller Kleefs, et regionalsprog, der hører til hollandsk.
