Den Vesttyske Blindebibliotek e. V. blev grundlagt for at gøre bøger og tidsskrifter tilgængelige for blinde og stærkt svagsynede. Som det største bibliotek af sin art i Tyskland er det i det landsdækkende netværk af blindebiblioteker primært ansvarligt for Nordrhein-Westfalen, Rheinland-Pfalz og Saarland, men leverer også til sine lyttere i andre delstater og i udlandet. Også handicappede, der ikke kan håndtere en bog, kan få leveret bøger. Formanden for WBH er Siegfried Volkert.
