La Biblioteca de Audiolibros para Ciegos de Alemania Occidental e. V. fue fundada para hacer accesibles libros y revistas a ciegos y personas con discapacidades visuales severas. Como la biblioteca más grande de su tipo en Alemania, es responsable principalmente de los estados federales de Renania del Norte-Westfalia, Renania-Palatinado y Sarre dentro de la red de bibliotecas para ciegos, pero también sirve a sus oyentes en otros estados y en el extranjero. También pueden ser atendidas personas con discapacidades físicas que no pueden manipular un libro. El presidente de la WBH es Siegfried Volkert.
