Kulpenberg er med 473,6 m over havets overflade den højeste højde i Kyffhäuserbjerget nær Rathsfeld i Kyffhäuserkreis i Thüringen. Den har en flad, afrundet top på lidt over 20 m høj.
Kulpenberg ligger i midten af Kyffhäuserbjerget i Naturpark Kyffhäuser. Den befinder sig mellem den ved kernebyen Kelbra beliggende ruin af Rothenburg mod nordvest og Rathsfeld, en bydel af Steinthaleben, mod syd og Kyffhäusermonumentet mod øst. Lidt nordligt til øst for bjerget fører motorvejen 85.
