Im Jahr 1540 floss der Rhein nördlich des heutigen Schenkenschans, bog nach Norden ab und teilte sich dann an der Lobithmühle in Rhein und Waal. Allmählich bildete sich ein neuer Waalarm südlich von Schenkenschans, der mit einer Abzweigung nach Norden bei Bimmen in den ursprünglichen Waal mündete. So entstand eine kleine Insel, genannt ’s Gravenwaard. Da der alte Waal verlandete, konnten bald die größeren Schiffe nicht mehr am Tollhaus vorbeifahren. Sie nahmen den neuen Waal, von dem das heutige Vossegat noch ein Überbleibsel ist. Der Landesherr, Herzog Wilhelm von Kleve, ließ ein Tollhaus auf ’s Gravenwaard erbauen und befahl den Schiffern, dort die Abgaben zu zahlen. Dies kann als Ursprung des Tollhauses betrachtet werden.
