The Emstunnel is a 945-meter long road tunnel consisting of two tubes under the Ems River at Leer.
The goal of the tunnel construction was to improve the transportation infrastructure in East Frisia and its economic centers Emden and Leer, particularly by connecting to the Ruhr area economic region. At the same time, the A 31 and the undercrossing of the Ems established European Route 22, extending from the Dutch A 7 from Groningen via Federal Motorway 280 and the A 28 into the Oldenburg/Bremen area as an important west-east connection.
