Fue solemnemente inaugurado en 1922 . La escultura de bronce en relieve de Domien Ingels (1881-1946) está enmarcada en un marco arquitectónico de piedra arenisca con textos conmemorativos de ambas guerras mundiales. La parte posterior del monumento enumera los nombres de las bajas militares y civiles de ambas guerras mundiales.
