La obra fue esculpida en 1698 por el escultor Gioacchino Vitagliano según un diseño de Paolo Amato.
El nombre significa "abundante en agua" y se deriva del árabe "gharraf".
La estructura de mármol consta de una pila que contiene una plataforma en forma de pirámide que culmina con la figura de la diosa de la abundancia coronada por un águila luchando contra una hidra.
Inicialmente, la fuente monumental se encontraba frente al Genio del Garraffo en la Vucciria, en la plaza del mismo nombre. En 1862 se trasladó a Piazza Marina, donde aún se puede ver hoy.
