L'œuvre a été sculptée en 1698 par le sculpteur Gioacchino Vitagliano d'après un dessin de Paolo Amato.
Le nom signifie « abondant en eau » et est dérivé de l'arabe « gharraf ».
La structure en marbre est constituée d'un bassin contenant une plateforme en forme de pyramide qui culmine avec la figure de la déesse de l'abondance surmontée d'un aigle combattant une hydre.
Initialement, la fontaine monumentale se trouvait devant le Genio del Garraffo, à la Vucciria, sur la place du même nom. En 1862, elle fut déplacée sur la Piazza Marina, où elle est encore visible aujourd'hui.
