Complexe en T, indépendant, avec une large partie avant, la soi-disant zone représentative de deux étages, flanquée de bas galeries avec espace d'exposition et Centre de la Paix ; tour centrale de 39 mètres de haut - fonction symbolique ! - servant entre autres d'enveloppe pour les conduits de ventilation et de chauffage ; étroite construction arrière de cinq étages, la soi-disant zone administrative avec garages attenants.
