Il municipio dell'Aia è soprannominato Palazzo di Ghiaccio a causa del suo colore bianco. È caratterizzato anche dall'atrio, il più grande dei Paesi Bassi, grande quanto la Piazza San Marco a Venezia. L'architetto è l'americano Richard Meier. I lavori di progettazione sono iniziati nel 1986. È stato costruito nel periodo 1990-1995. Il committente della costruzione è l'ABP Pensioenfonds, l'appaltatore Wilma Bouw. I costi di costruzione ammontano a 125 milioni di euro, la superficie lorda è di 131.000 m². Nello stesso edificio si trova anche la Biblioteca Pubblica dell'Aia.
