Tolbert è un luogo, con 4.475 abitanti, nel comune di Westerkwartier nella provincia di Groningen nei Paesi Bassi. Tolbert sorse nel X secolo come insediamento di coloni sulla dorsale di sabbia tra Marum e Oostwold che si trovava in una palude. Inizialmente era chiamato 'Fredewolda', ma poi fu suddiviso in tre quartieri:
