Het Stadhuis (Duits: Rathaus) is een historisch gebouw in Keulen, West-Duitsland, gelegen aan de Hohe Straße in het district Innenstadt, tussen de twee pleinen Rathausplatz en Alter Markt. Het huisvest een deel van de stadsregering, inclusief de gemeenteraad en de kantoren van de burgemeester. Het is het oudste stadhuis van Duitsland met een gedocumenteerde geschiedenis van ongeveer 900 jaar. De geschiedenis van zijn raad in de 11e eeuw is een goed voorbeeld van de zelfverworven gemeentelijke autonomie van middeleeuwse steden.
