Het onder monumentenzorg staande gebouw bevindt zich in de wijk Rheda, tegenover de katholieke parochiekerk St. Clemens. Sinds 1872 is het in bezit van het prinselijke huis van Bentheim-Tecklenburg.
In 1829/1830 liet de prinselijke kamerheer Clemens August Rötteken het naar hem vernoemde paleis bouwen. Rötteken was in de tijd van Pruisen een invloedrijke bestuursjurist, die in Berlijn heeft bijgedragen aan de aanleg van de spoorlijn Keulen-Minden over Rheda. Dit resultaat leidde ertoe dat zich daarna belangrijke bedrijven in de vlees- en meubelindustrie vestigden, die economische groei brachten naar de voormalige, altijd landelijk gevormde residentie van de heerser.
