Het museum is gebouwd in de wijk Bassins à flot. De voor dit museum gekozen architect is Olivier Brochet uit Bordeaux. Hij had net het Musée de l'Homme in Parijs gerenoveerd
Norbert Fradin, promotor en mecenas, richt een museum op dat gewijd is aan zijn andere passie, de zee en de zeelieden. Hij heeft ook de boten van het vroegere Conservatoire de la Plaisance gekocht, waaronder een legendarische reuzenzeilboot: de Vendredi 13, de boot van Jean-Yves Terlain die in 1972 te water werd gelaten
Het hele jaar door zijn er ook tijdelijke tentoonstellingen.
